Turkey's Humanitarian Assistance to Syrians

“Open-door” policy is pursued regardless of ethnic or religious affiliations of those who seek refuge. Non-refoulement” principle is strictly applied.
“Law on Foreigners and International Protection” (LFIP) was introduced in April 2014. LFIP provides those who flee a conflict and arrive in Turkey in masses with temporary protection, including free access to health, education, social assistance and a future opportunity to access the labour market.
-Humanitarian operations of the Government are carried out on three tracks:
- Providing the needs of Syrians in Temporary Protection Centers (TPCs) in Turkey: Food, non-food items, health and education services, psychological assistance, vocational training and social activities are provided.
- Assisting Syrians who live outside the TPCs: Also under the protection regime.Necessary measures are taken to provide them with basic services, such as free health care, on Government's account.
- Extending humanitarian relief items to northern parts of Syria at the zero point of the border in conformity with international legitimacy and humanitarian principles: The total value of the aid channeled to Syria through this operation in support of the UN campaign is in the range of 200 million Dollars.
As of 2 November 2015, 259.498 Syrians reside at 25 TPCs in 10 provinces.
4 out of 25 TPCs in Turkey were set up to house Christians and Yazidis.
10 refugee camps for Kurds from Kobane as well as Arabs, Christians and Yazidis set up and run by municipalities.
Registered number of Syrians living in urban centers are 2.016.687 (as of 18 September 2015).
According to UNHCR, Turkey shelters the largest number of refugees in the world. There are around 200.000 refugees from Iraq, Iran, Afghanistan, Somalia and others -in addition to Syrians.
Thepercentage of humanitarian assistance funds of Turkey to its GDP exceeds those in traditional donor countries of the West, including the US and UK. Turkey comes at the top of the list.
Total expenditure for Syrians is 7,6 billion USD /rapidly edging toward 8 billion USD. This is the largest investment made to date. Greater than the total 5.5 billion USD in 2015 budget requested for all 5 countries hosting Syrian refugees under the Regional Refugee and Resilience Plan of the UN (3RP).
In 2014, less than 14% of the 3RP request for Turkey has been met (Only 85 million USD).
Total contribution received from the international community, bilaterally and multilaterally, stands only at 417 million USD.
So far, 9 million medical consultations and 280 thousand surgical operations were performed for the Syrian population. 480 thousand Syrians were hospitalized.
Around 960.000 of Syrians in Turkey are children.Since the arrival of the first group of Syrians, close to 66.000 babies were born in Turkey. On average 110 Syrian babies are born every day, only in the TPCs.
Access to primary and secondary education is granted.
Number of school-age Syrian children in Turkey is 621.000. 394.000 of them miss on schooling.
School enrollment rate in protection centers is 90% (78.425), whereas the enrollment rate for Syrian children outside camps is 30%.
